Hello,
Microsoft saw fit to update my WIndows Defender installation on my Windows 10 Home Server, and now my Lights Out v2 clients can't "see" my server unless I completely disable the Defender firewall. I see "server is off-line" until I disable the server firewall completely. What apps and services must be allowed through my server's firewall in order for my clients to see my server? I have enabled all of the LightsOut2 apps.

Please verify first that you run as private network, not public. Then remove the Lights-Out 2 apps in your screenshot abov.
Either uninstall Lights-Out 2 followed by a reinstall to recreate the missing firewall exceptions (you do not loose your settings!)
- or -
manually add exceptions for Lights-Out: Port 7782 for UDP and TCP and port 7783, 7784 for TCP
